Rappahannock Electric Cooperative is an electric distribution cooperative in Virginia. Across 13 federally declared storm disasters between 1999 and 2022, FEMA has obligated $27,056,698 in Public Assistance funding toward 74 recovery projects — an average of $2.1M per event. The incident types on record are hurricane, severe storm, snowstorm, winter storm.
Every one of those dollars began as field documentation — GPS-tagged damage, force-account labor and equipment logs, and photo evidence assembled into FEMA Project Worksheets. When that capture is rushed or incomplete, eligible costs go unclaimed. CoopRecover is built by someone who has assembled this documentation for large federally declared events: field crews photograph and evidence-grade damage on any device, costs roll up live against estimated eligible dollars, and PA-ready packages export mapped to your own templates. When the next storm hits Virginia, Rappahannock Electric Cooperative can capture more of what it's owed.
Capture more of what the next storm owes you.
CoopRecover turns field damage into FEMA-ready Project Worksheet packages in real time. Set up a pilot on your own data, no obligation.
Figures reflect FEMA Public Assistance funded-projects data (OpenFEMA), pulled from OpenFEMA October 6, 2026. Federal obligated is the federal share of eligible costs, not total project cost. CoopTools is not affiliated with FEMA or Rappahannock Electric Cooperative. ← Back to all cooperatives
